Intellectual Capital Management and Intellectual Property Protection in Hong Kong is an evergreen in public discussion. The expert Stephen Wong, head of the Hong Kong Economic and Trade Office based in Berlin, elaborated on this issue at the first ESMT Open Lecture in 2011 held on January 26. The strong interest of the audience was reflected by the great number of questions raised after the lecture itself. The event was moderated by Zhike Lei, assistant professor at ESMT.

In every business there is some sort of intellectual asset, for which the proper management and protection are pivotal to improving corporate accountability, responsible governance, and productivity. Stephen Wong claimed that Hong Kong, providing the best professional services (with legal and intellectual property systems independent from mainland China) to business sectors from all over the world, SMEs included, is also an international intellectual property services center in the region.

Stephen Wong said that the socialist system and policies are not practiced in the Hong Kong Special Administrative Region and Hong Kong's previous capitalist system and lifestyle shall remain unchanged. This promise was named “One country – two systems” and seems to be the hidden success story for Hong Kong. Stephen Wong also explained that apart from the law that mirrors international regulations with regard to the shelter of IPR the enforcement can also claim to have achieved a remarkable reduction of 99.9% of retailed outlets of pirated optical discs, 1217 people have been arrested, and 70 % of convicted offenders have been jailed.

Stephen Kai Wong’s main responsibilities include representing the Government of the Hong Kong Special Administrative Region in commercial relations and other economic and trade matters, as well as establishing and developing contacts with the governments, politicians, trade organizations and business corporations, academia, think-tanks and media representatives in Germany, the Czech Republic, Austria, Switzerland, Slovenia, Hungary, the Slovak Republic and Poland.

Stephen Wong holds a bachelor degree in Economics and International Trade from the University of Hong Kong and a Master of Law in Intellectual Property Law and Maritime Law from the London School of Economics. He also read post-graduate programs at the Wharton School, John F Kennedy School of Government at Harvard, Tsing Hua University, and National College of Administration in Beijing.
